THEME: The Public Interest Disclosure and Protection to Persons Making the Disclosures Bill, 2010

ELIGIBILITY: 

• Only single author entries are permitted
• One person can submit only one entry.
• The essay should not be published/submitted elsewhere.

TOPICS:

1. Is the scope of the proposed legislation on public interest disclosure sufficient?
2. Does the Indian legislation confirm to international best standards on Whistle blowing?
3. Should the identity of the complainant be kept absolutely confidential?
4. Is the protection accorded to a Whistle blower under the legislation sufficient?
5. Is the procedure for receipt of complaints and handling of inquiry under the legislation in the interest of the parties involved?

PRIZES:

• 1st Prize: Rs. 10,000
• 2nd Prize: Rs. 7500
• 3rd Prize: Rs. 5000
